What steps can reproduce the bug?

Hi all, I recently upgraded to the Pro plan to use Codex in VS Code. Under the chat box, I frequently see the token usage showing >1,000% (~2M tokens). It’s high enough that I’m surprised I’m not hitting a cooldown. From other threads here, it sounds like I’m using Codex more than people who do hit cooldowns quickly, which is confusing.

Could someone clarify, whether I'm missing something from here. Does VS Code measure token usage differently and is there a way to check approximate remaining token capacity until cooldown? I believe I burned out around 100M tokens during my Pro plan if not more.

For context, I’m not using my own API keys for these Codex sessions (I log in to VS Code Codex via my personal account and not API). My OpenAI platform usage shows $0, and I’ve set a $10 monthly cap to prevent accidental API spend.
