Control over TODO list

What feature would you like to see?

Feature Request:
Interaction with the TODO list on planning mode before changing to EDIT mode.
_Optional_: integrate this idea with future design of sub agents. where you want specific TODO to be implemented by specific sub agent.

Background:
I develop for enterprise which have higher standards than an Individual running an App.
I plan all the things I want to implement, starting implementation and get a bunch of TODO which are not correlated with the planning at all.
I would expect a high correlation from planning mode to implementation mode, because of this I need to "manually control" and tell the agent to run a task 1 approve it manually, than go task 2 and approve it manually.

Things getting even worse on "claude code" sub agents where you want specific task to run an specific sub agent.
