Chat panel never loads

Which IDE are you using?

What platform is your computer?

Microsoft Windows NT 10.0.26100.0 x64

What steps can reproduce the bug?

1. Open Visual Studio Code
2. Click on the Codex icon in the left sidebar to open the chat panel
3. The panel displays a loading spinner and never finishes loading

What is the expected behavior?

The chat panel should load and display the Codex interface

What do you see instead?

The panel stays blank with a spinner indefinitely

Additional information

Reinstalled extension, but didn't help. Same acc on macos and works normally
