CHANGELOG.md exists, but I think its something brand new

What is the issue?

https://github.com/openai/codex/releases is currently empty

most projects track their releases (to NPM in this case); see https://github.com/openai/openai-node/releases for an example

Tags seems to be here now since April 30:th but still no GitHub releases with proper release notes
