Add Skill to Codex CLI like Claude Code

What feature would you like to see?

Hey,
after requesting the cline-memory bank (i implemented it locally works like a charm), I would like to see skill from claude added. It's imho not so big of a code change. I tried it already with codex and it more or less works out of the box.
What I would do is add a default folder .codex for every project just like for the memory-bank feature request and then add a folder /skills. codex can dynamically load skill as defined per agents.md file.

Skills are pretty strong and a great addition to codex cli.
