Include Dependabot-authored PRs in automatic reviews

What feature would you like to see?
Codex is currently not reviewing PRs opened by Dependabot, even though it has been granted full permission to review all pull requests automatically. This creates an inconsistent experience.
In short: if Codex has permission to review all PRs, it should review all PRs. No exceptions
I want it to provide a risk assessment of merging the proposed package upgrade, based on the release notes, changelog, and version diff.
