Codex refuses to run git commit

What issue are you seeing?

condex keeps flip flopping on what it can do in sandbox.
Now all of a sudden it claims it cannot commit, whereas in just the previous session and all sessions before that, it could.

What steps can reproduce the bug?

What is the expected behavior?

That it can issue git commit command, obviously.
