Bump ruby version in CLI sandbox

What feature would you like to see?
Sandbox CLI is running ruby 2.6.10 which prohibits the agent from working with most recent gems. For example, Bundler requires ruby >=3.2, so the agent can't run bundle install or run tests. Alternatively, an option to point the agent at a vendored Ruby/Bundler would be nice
