Currently, when I get the notify JSON, the input_message field does not include any user input.

Thanks for the bug report. This appears to be a long-standing bug. The OutputText should not be passed here. Only the InputText should be. The logic should also apply a filter to include only messages with a "user" role. It should also filter out the message that contains the AGENTS.md contents and any other context that's injected by the harness, such as attached files.

I've prepared a PR that addresses the issue.
