5hr Limit Maxed despite no use.

What issue are you seeing?

I have just opened VS Code to start my day's work and knew I was close to the Codex weekly limit so checked to see just how close (97% - I'm sure it was 99% yesterday?)

I've noticed that the 5hr limit is at 100%. I have not done any development at all today. All my accounts are MFA'd so the possibility of anyone else using my account is close to 0.

What steps can reproduce the bug?

I don't see how this can be reproduced but here is a screenshot of my Codex panel:

What is the expected behavior?

I would expect my 5hr rate limit to be at 0% when I have not used Codex for about 16hrs.
