model codex-mini-latest lags behind gpt-5-codex-mini

The model name codex-mini-latest suggest it should automatically update to the latest codex-mini model, but currently, the codex-mini-latest model is an old gpt4 based model, lagging behind the gpt5 based gpt-5-codex-mini.

Also, C++ codebase testing shows that the gpt-5-codex-mini model is much more capable than the current codex-mini-latest model.
