Support key not only env_key for model_provider

What feature would you like to see?

Why does codex only support env_key but not directly specifying the key in config.toml? With codex extension for vscode, run in wsl checked, I have so far found no way to set the env variable. Even if a way exists, isn't it unnecessary complexity?
