Using Skills command line function makes codex very slow on first turn

Enterprise

Which model were you using?

gpt-5.1-codex medium

What platform is your computer?

Darwin 24.6.0 arm64 arm

What issue are you seeing?

My ~/.codex/AGENTS.md file suggests using a small command line function for listing skills.
<skills>Start every session by running skills list --show and following the instructions present there.</skills>

This command takes less than a second to run, but when I start a new Codex session it spends more than 1 minute doing "Identifying required skills"

What steps can reproduce the bug?
