"I wasn’t able to finish within the time budget" on gpt-5.1-codex-max (reasoning xhigh, summaries auto)

What issue are you seeing?

So i asked codex to work on a problem and it gave up after 15 minutes

It prompted to continue, and it continues but I thought the idea of new model was that it's able to continue without timing out ?

What steps can reproduce the bug?

Hard to say, I just asked it to do analysis of a webpage vs what my code does and it was testing and it gave up.

What is the expected behavior?

Continue until resolving? I have time - 15 minutes seems like an online thing.
