What issue are you seeing?

I am working on building a non-coding agent using codex-cli to see if I can get custom specialist agent functionality using context engineering for various use cases without needing to write custom deep agent code. Unfortunately, when trying to use the codex-cli, despite my usage having 95% remaining, codex-cli will hang for minutes and minutes before responding.

It doesn't appear to even begin thinking, it just hangs. The longest I was willing to wait was 15 minutes.

What steps can reproduce the bug?

What is the expected behavior?

The codex-cli should begin responding/ working immediately after input is given.
