You can't be serious.
10 reviews and then you have to wait 7 days from when the quota reached 0%.

This whole thing needs to go back to the drawing board.
It's completely unreasonable, not though out, buggy.
You can't turn on rate limits in that state.

What you're seeing here is not outside of the norm. Most users with Plus subscriptions are currently able to do somewhere between 10 to 27 code reviews per week. Those reflect the 25th and 75th percentiles of the distribution. Your numbers will vary because more complex reviews use more tokens. It's quite possible for a more complex code review to consume 10% of your weekly usage limits if you have a Plus subscription.
