You tell it to review a PR.
You write in the freaking PR message "@codex this is an in-development codebase, not a production codebase, ignore any backward compatibilities issues"
Codex review doesn't care, it still comments with those review comments.

Then you tell it to ignore the backward compatibility issues again in and @codex comment.
It finds backward compatibility issues again, only worded differently.

What steps can reproduce the bug?

As long as this web review feature is in that state, do not count usage limits.
