The Codex extension always opens the right sidebar and chat panel on startup, even though “Open on Startup” was unchecked and appears to be ignored.

What steps can reproduce the bug?

1. Launch VS Code and open a repo. Close the Codex sidebar if it’s open.
2. Quit VS Code (Cmd+Q),
3. Relaunch it.
4. The last repo opens automatically, and the Codex sidebar reappears.

Unchecking “Open on Startup” didn’t work.

What is the expected behavior?

The Codex side bar shouldn't appear if "Open on Startup" is unchecked.
