When quota is low extremely annoying popup appears and is unsilenceable

What steps can reproduce the bug?

1. Be low on quota
2. Create multiple simultaneous tasks and switch between them in the VSCode extension

What is the expected behavior?

The annoy box goes away after being manually closed a finite number of times.
