Stop blocking commands when MCP servers start

What feature would you like to see?

In a recent release, I now can't run any command until MCP servers start. This is really annoying and leads to a lot of pain given how heavily I use Codex.

A simple fix would be to just allow me to send my /review command or my message and then block submitting that to the server until the MCP servers have started. This would be a big usability boost.
