Problem

As a Pro user, I've hit the rate limit for Codex code reviews and cannot proceed with additional reviews. This is blocking my workflow.

The confusing part: when I switch to my Plus account (which is a lower tier than Pro), I have access to the "Add more" button in the Credits usage history section, allowing me to purchase additional credits.

Current Behavior

  • Pro users: Hit the code review limit → no option to buy more credits → blocked
  • Plus users: Hit the code review limit → can click "Add more" to purchase additional credits → unblocked

What I see as a "Plus user":

What I see as a "Pro user":

Expected Behavior

Pro users should have at least the same capabilities as Plus users. Specifically, Pro users should be able to:

  1. See the "Add more" button in the Credits usage history section
  2. Purchase additional credits when rate limits are reached

Why This Matters

TL;DR: I need my codex code reviews otherwise I am blocked in my work.
On top of that, Pro is marketed as the premium tier, so it's counterintuitive that it has fewer options than Plus for handling rate limits. Users paying for Pro expect more flexibility, not less.

Suggested Solution

Enable the "Add more" credits functionality for Pro users, similar to (or better than) what's available for Plus users.
Alternative: just charge me more without asking, simply allow me to set a limit and to update that limit if I so wish, anytime.

@thibauld, thanks for reporting this. You are correct. You should have the ability to purchase additional credits if you are a Pro user. We're investigating why you're seeing this behavior.

@thibauld & @Laykou, could you provide your user IDs? This will allow us to look up logs relating to your plan. On https://chatgpt.com/codex, click on your profile icon in the top right, and then click on your email address. This will copy your user id onto your clipboard. It should look something like user-<a bunch of random characters>.

@zhao-oai yes I am on a team plan and I am the owner. I just added $4K of credits using the link you provided (the admin page)... but I still have 0% remaining in "Code reviews" 😱 What am I doing wrong?

I am also experiencing the same issue on a Business Plan. I cannot add credits from either the codex or ChatGPT usage or billing pages. No interface shows to allow purchase.

@PurpleHexagon, can you load the https://chatgpt.com/admin/billing page? You should be able to see this if you are admin for your Business plan account.

@thibauld, when you have a Business Plan, each member of the team gets a usage allocation as part of the subscription. There are separate allocations for code generation prompts and code reviews. The screen shot that you posted shows your usage for this time period, and it tells you that you've exhausted your quota for code reviews.

When you purchase additional credits for the team, those go into a pool that anyone on the team can use, including yourself. If you initiate a code review and have remaining allocation through your subscription, it will draw from that first. If you've exhausted your subscription allocation, it will draw from the additional credits pool. If your subscription allocation is exhausted _and_ your credit pool is empty, then the code review will fail with an error.

@etraut-openai Thank you for your response I am an admin and can load the page, there are also two owners, so I can check if they can see any way of buying credits. I do not see any way to buy credits myself, see screenshot. Please advise.

@PurpleHexagon, were the other owners of your account able to add credits? I can investigate further id you provide your user ID. I am able to see https://chatgpt.com/admin/billing - but not able to add more credits for code review. My user ID user-qJZRI4ydJrT85sjRVJUj7TvQ - seems like a really basic issue, not sure why its taking so long to resolve?

@technopahadi, my assumption was that this issue was resolved. I was leaving it open until I heard back from @PurpleHexagon, but I was planning to close it since it has been a month.

What type of plan are you on? Plus? Pro? Business? The others who reported this problem initially reported that they were on Pro plans, but they were actually using Business plans. If you're on a Business plan, are you sure you're an admin? Only admins can purchase new credits.

Business accounts automatically allow credits to be used for code reviews. Where as plus/pro need to enable this setting manually.

To purchase credits for a business plan, log in as the admin and navigate to Settings > Billing. Credits are not managed separately through Codex. See https://help.openai.com/en/articles/11487671-flexible-pricing-for-the-enterprise-edu-and-business-plans

I know this is confusing and not great. I'll see if that can be changed in the future.

This is still an issue @etraut-openai . I am on the business plan. I bought credits through ChatGPT interface, but still don't see the option to turn credits usage in Codex dashboard. my org id is org-z5Js8iNCq2YczYqqbArbrHIo

Folks at OpenAI - please try it yourselves once, try it with accounts outside openai.
