Allow using Python for reading when in ReadOnly mode

コードを読むときにPythonを使用するような場面が多くみられます。しかし、ReadOnlyの場合ではCodexはPythonコマンドを使用できないのに使おうとしてしまうという場面を何回も見ました。これを解決するためには毎回FullAcsessモードを利用しなければなりません。
