After the latest update, Codex often gets stuck on a question for a long time. It looks like it’s thinking, but I don’t believe it actually is

I had to interrupt it and then re-prompt "proceed" and it worked again right away.
Are you still seeing this issue? I'm wondering if it was a short-term service issue.
