Add managed_execpolicy for organization-wide execution policy control

What feature would you like to see?
Currently, Codex supports admin configuration management through managed_config.toml, allowing admins to enforce standardized settings across their organization. However, there is no equivalent mechanism for managing execution policies (execpolicy) at the organization level.
We need the ability for Codex admins to setup organization-wide execution policies similar to how managed_config.toml works, ensuring consistent sandboxing, approval, and execution restrictions across all team members.

@leongaooo, thanks for offering, but we're not accepting new feature contributions at this time. We need to make sure that all new features compose well with both existing and upcoming features and fit into our roadmap. We generally prioritize new features based on community feedback (upvotes). I'll count you as a vote in favor of this feature.
The "execpolicy" feature (which we're renaming "rules") is still in preview. Once it has stabilized, we'll consider ways to extend it.
This is now implemented.
