Support TODO/task management ability

Claude code has native ability to create and manage a TODO list, which is extremely helpful. It would be nice for codex to include this ability too.

4o-mini will create/read/update complex TODO lists in markdown.
Eg: TODO.md
[X] Task one
[ ] Task two

etc..

You can even run multiple agents as long as you tell them to mark a task as reserved before working on it to avoid overlap.
