What issue are you seeing?

When downgrading from Pro to Plus subscription, the Plus quota is immediately exhausted and no longer available.

This occurs because Codex usage cycles are not aligned with ChatGPT billing cycles. The misalignment causes unexpected quota depletion when users downgrade their subscription tier.

What steps can reproduce the bug?

Downgrade from Pro to Plus. Continue using Pro until the last minute. When the billing cycle renews and Codex requests start to count towards the Plus plan, it counts the weekly requests used as part of the Pro plan.

What is the expected behavior?

When downgrading from Pro to Plus, the Plus subscription quota should be reset when the billing cycle renews. Users should not experience immediate quota exhaustion upon downgrade.
