Codex hides real commands for remote execution displaying them just as file links in its answer in VS Code. One need hovering the file _links_ to discover the real shell command preview behind.

What steps can reproduce the bug?

Ask codex to produce user commands to download a binary file, (ipxe.lkrn as in my example), wait for response generation, try hovering these commands in Codex's answer.

What is the expected behavior?

Shell commands are displayed "as is", in a shell preview block.
