Non-Interactive mode does not Exit/Close

What issue are you seeing?
When running in non-interactive mode, codex responds but does not exit.
This was not the case before
What steps can reproduce the bug?
codex exec "hi" --skip-git-repo-check

What is the expected behavior?
I expect it to exit and return control back to me

Thanks for the bug report. You said "This was not the case before", which implies that you think this was a regression. Or do you think this might be related to a configuration change on your system? If you think it's a Codex regression, do you know which version you were using previously when it worked?
