Non-Interactive mode does not Exit/Close

What issue are you seeing?

When running in non-interactive mode, codex responds but does not exit.
This was not the case before

What steps can reproduce the bug?

codex exec "hi" --skip-git-repo-check

What is the expected behavior?

I expect it to exit and return control back to me
