The Codex message limit banner continues to display in vscode / cursor after the quota has reset and usage is available again.

What steps can reproduce the bug?

Use Codex until the message limit is reached in vscode / cursor
Wait until the quota reset time has passed
Resume Codex usage

What is the expected behavior?

The message limit banner should clear automatically in vscode / cursor once the quota resets.

Additional information

Codex functions normally despite the banner remaining visible. Refreshing the page does not remove the banner.
