Repo-level skills are not in the list

What issue are you seeing?

After updating from version 0.87 to version 0.88 (and also to version 0.89), when I type the dollar sign in the terminal, the repository-level skills don’t appear in the list. At first I thought these skills weren’t working at all, but then I tried entering the skill name manually and everything worked correctly. So the bug is only that repo-level skills don’t show up in the autocomplete skills list.

What steps can reproduce the bug?

1. Add repo-lvl skills,
2. Ppen codex-cli
3. Type $

What is the expected behavior?

Autocomplete list contains repo-lvl skills
