auto apply config for skills

What feature would you like to see?

right now skills only support enable and disable.

can we have another config which specifies whether a skill should run automatically or not.

specific use case:
i am building a code explanation and review tool. in some cases i may want to run the skill every time a code change is made. and in other cases i only want to run it manually.

something like:
auto-apply: false

will be very helpful
