What issue are you seeing?

I have skills in .codex/skills in the root directory of my repo eg .codex/skills/myskill/SKILL.md.
They were loading as I was typing / but not anymore. I did not make any change. I have tried restarting VS Code multiple times.
They no longer load. I get response from model that my skill is not loaded in its "available skills".

What steps can reproduce the bug?

Start VS Code with Codex extension. Type /. The custom skill is not showing in the list.

What is the expected behavior?

Typing / to load my skills in .codex/skills in root.
