By the way, even pointing to the “stubbornness” issue suits as workaround, and restores the expected tool usage.
Hope the links to the docs in the current issue would be more helpful to overcome this till the model gets trained against MS docs.

In the interim, you may be able to steer the model with custom prompting if you have a strong need for elevated tool execution.
